I usually use a combination of Topaz Clean (on low opacity before resizing, Smart Sharpen does pretty similar job too), Blur Tool (after resizing I go with the blur tool over the grainy parts on the face) & finally duplicate the layer and use High Pass (on soft light) to make the features pop.
